Developers

The city offers those interested in developing in College Station the opportunity to attend a pre-application conference. PACs are typically held on Wednesday afternoons and, while not required, can be a helpful way to get development-related questions answered by City staff. If the PAC is for a preliminary site plan, please see the preliminary site plan checklist. Please note that any required plans must be submitted at least two weeks prior to the meeting in order for staff to perform research on the property and your proposal.

The unified development ordinance contains all development regulations in one document and includes regulations pertaining to zoning and use, platting, site plan development, and building permits. Entrepreneurs/Small Business

The Brazos Valley Small Business Development Center (BV SBDC) is part of a national SBDC program that provides free business consulting and affordable training seminars to small and medium-sized business owners and managers. BV SBDC consultants help entrepreneurs assess their business idea and work through general start-up questions as well as basic management, marketing, financial and operational business issues. The Brazos Valley SBDC can also assist you in preparing the necessary documents to apply for either a Small Business Administration (SBA) guaranteed loan or a conventional loan. Their consultants help existing business owners develop strategies, attract customers, increase sales and improve productivity and profitability, all at no cost. The BV SBDC has extensive, practical experience in varied fields, including marketing, finance, retail and management. The Brazos Valley SBDC also offers affordable training seminars on business topics for start-up and preventure entrepreneurs.

The Research Valley Innovation Center (RVIC) is a science and technology incubator/accelerator formed by The Research Valley Partnership to help early-stage ventures transition into successful businesses. The RVIC will grow early-stage companies through advisory services, a service provider network and physical “incubator”/”accelerator” space.

Seed Sumo, located in Bryan/College Station, TX is a mentorship-driven accelerator that will assist young entrepreneurs with turning their early-stage startups into successful businesses. Seed Sumo runs a three month long program in Bryan/College Station, TX once each year, where selected companies get $20,000 – $50,000 in seed funding, in exchange for 6-10% equity. Seed Sumo founders also get great perks such as free hosting, world-class branding services, finance/legal counseling , an amazing place to work, 100 days of intensive top-notch mentorship, and a massive network of connections.

Startup Aggieland is a resource for all students enrolled at Texas A&M University in College Station. Any major. They offer free walk-in assistance during office hours or after-hours by appointment. Startup Aggieland does not take equity stakes in student startups. Students retain control of their intellectual property. Strategic legal partners provide free trademark protection and preparation of provisional patents for patentable IP. They offer a student-managed seed capital fund for our startups.

Retailers

College Station is in an envious position – the presence of more than 50,000 students provides an affordable labor force for retail businesses and also brings outside money into the local economy. This population represents a large young population with significant discretionary dollars to spend has helped bring retailers and restaurants to the College Station not otherwise supported by the local market, thereby keeping more retail expenditures in the community. The City of College aims to continue to recognize the significance of retail expenditures to the local economy, will ensure that locations are ready to accommodate the development of such opportunities, and that the City remains responsive to an ever changing market.

Initiatives

The city’s economic development team is seeking new and innovative projects to benefit our community. Below you’ll see a few initiatives already under way in College Station.

One Health Plus Biocorridor

Biocorridor

In 2011 the cities of Bryan and College Station adopted an inter-local agreement to jointly assist in the development of The Research Valley Biocorridor to serve as the epicenter of Texas’ emerging biotech industry. Located just west of Bryan-College Station, Texas, the 3,500-acre biocorridor is an international destination for education, research, development, commercialization and production of innovative technologies to improve global health.

The development will build on existing resources that already call the biocorridor home, including the Texas A&M Health Science Center, National Center for Therapeutics Manufacturing, Caliber Biotherapeutics, G-Con, Woodbolt International, and the future home of the Texas A&M Center for Innovation in Advanced Development and Manufacturing (CIADM). In June 2012, the U.S. Department of Health and Human Services awarded Texas A&M System a contract to development CIADM. The $285.6 million public-private partnership is intended to enhance the nation’s bio-security preparedness and create significant opportunity for associated job growth.

College Station Medical District

Medical District

College Station is poised to capitalize on one of the most significant economic development opportunities in its history—the creation of a medical district that will become a regional destination as well as an economic catalyst for the City. This effort is supported by that fact that, nationally, healthcare is among the most promising industries for job growth and real estate development in the coming decades. Demand for healthcare services, jobs and development is driven by a number of factors, particularly the tremendous growth of Americans over the age of 65 who require the most medical services.

Recognizing these healthcare industry trends and their potential for significant economic impact to College Station, City Council established a goal of creating a special district focusing on medical care, and a health and wellness lifestyle. In 2012 the City Council adopted the College Station Medical District Master Plan for a high quality, mixed-use, pedestrian-friendly district that will complement and enhance the emerging concentration of medical and health care uses in the vicinity of State Highway 6 (SH 6) and Rock Prairie Road. With a vision of community-wide health and wellness, the master plan integrates health-consciousness and lifestyle into all aspects of development. It focuses on creating a distinct “place” rather than a random collection of businesses and neighborhoods by providing a mixed-use collaboration of medical, commercial and residential uses; an emphasis on walkability; an extensive greenway and trail system; and high-quality, sustainable site development.

Business Center at CS-Spring Creek

College Station is always looking to further diversify the local economy, offering quality employment opportunities not directly tied to Texas A&M University, while still capitalizing on its world-class offerings. The community is uniquely positioned to take advantage of the workforce attracted to the area because of the higher education offerings, as well as the abundance of graduates each year.

Opened in 1996, the Business Center at College Station is a 200-acre, Class “A” business park less than 10 miles from Texas A&M University, making it an ideal location for businesses seeking to expand their opportunities. It includes fully developed infrastructure, beautiful landscaping, and zoning for further technology and office development. Current tenants include the Texas A&M University System, StataCorp, Cognizant, Heat Transfer Research, Reynolds & Reynolds, Rentsys Recovery Services, and Suddenlink Media.

The Spring Creek Corporate Campus will serve as the second phase of the Business Center at College Station.

Sports, Entertainment & Hospitality

College Station has a long, proud sports tradition closely linked with the University, most recently broadened with A&M’s entry into the Southeastern Conference. Collegiate sports, and increasingly amateur sports, bring thousands of visitors to our community annually, adding millions of dollars to our local economy. These visitors stay in hotel rooms, dine in restaurants, and shop in stores. In addition to sports, other events such as conferences and cultural offerings add vitality to our local quality of life. Areas such as the Northgate Entertainment District and Wolf Pen Creek have long attracted local residents and visitors to celebrate the unique character of College Station and to participate in the many events hosted in our community.

Economic Development Master Plan

The City of College Station adopted an Economic Development Master Plan in 2012 to maximize the economic opportunities of its residents and ensure that opportunities for economic prosperity remain strong and the quality of life remains high and is among its greatest competitive assets.

Master Plan Goal

The city seeks a diversified economy that generates high-quality, stable, full-time jobs; bolsters the sales and property tax base; and contributes to a high quality of life. To put it simply, the city seeks to attain economic success by doing its part to keep College Station a great place to live and conduct business, to focus on new job creation — especially through partnerships with our major medical providers and Texas A&M University — and to attract as many people to our community as possible to bolster sales in our local market.

To achieve this, the city has defined six strategic initiatives for continued economic success:

  1. Sustain and Enhance High Quality of Life – A great place to live, conduct business, learn, and visit will help the university and businesses recruit and retain a leading workforce and enable increased sales opportunities as people from throughout the region and nation visit College Station to shop, participate in events, or seek specialized services and unique experiences.
  2. Support and Partner with Texas A&M University and the Texas A&M University System – The local economy is what it is due primarily to the presence of the university and the Texas A&M University System. Working in partnership with the university and system on a variety of initiatives helps ensure they remain strong entities and continue their contributions to the economy.
  3. Support Retail Development – Ensuring opportunities exist to establish or expand retail businesses, businesses that attract expenditures by residents, students, and visitors, remains a critical component of the economy. The city should continue its role of supporting College Station as a regional destination for basic shopping needs and various goods and services.
  4. Support and Stimulate Biotechnology Research and Advanced Manufacturing – Building upon the world-class research performed at Texas A&M and the skills of the local workforce, a unique opportunity exists to diversify the economy and stimulate significant job creation. It is reasonable to expect that a significant portion of this century’s job creation will be in biotechnology and advanced manufacturing. College Station is poised to capitalize on such opportunities.
  5. Support and Stimulate Health and Wellness Market – Building upon the presence of three major medical providers and a growing and aging regional population, a unique opportunity exists to position the city as a regional center for health and wellness that stimulates significant job creation. One of the fastest growing segments of the national economy is health and wellness, and College Station is poised to capitalize on that growth.
  6. Support and Stimulate Sports, Entertainment, and Hospitality Market – College Station is already a national destination for college athletics, and the opportunity exists to expand the entertainment and hospitality market. Additionally, capitalizing on many of the athletic and recreation facilities associated with the city’s high quality of life may stimulate new opportunities to attract visitors who further contribute to the success of the local entertainment and hospitality market.

The city will perform these actions by focusing on what it does best and through continued strategic partnerships with its many economic development partners and the business community. Where appropriate, the city will engage in incentives which will vary but will be guided by a deliberate and established policy detailed in the Master Plan.

Resources for high-quality living

Education is a major focus of the College Station community. The College Station Independent School District has received many state and national awards, including more than 100 national merit semifinalists in the last decade. Niche.com ranks our public schools as the 12th-best in the country.

The George Bush Presidential Library and Museum is one of the region’s most popular tourist attractions with more than 125,000 annual visitors. For many years, former President George H. W. Bush and first lady Barbara made College Station their second home. Barbara was recently buried at the library site.

College Station’s 58 public parks cover almost 1,400 acres, with many providing amenities such as tennis and basketball courts, swimming pools, splash pads, hiking trails, dog parks, playgrounds, picnic pavilions, walking/jogging and nature trails, along with a competition-quality skate park and a large outdoor amphitheater and festival site. The city offers a variety of adult and youth recreational programs such as softball, basketball, volleyball and kickball leagues, summer swim lessons, and a competitive swim team, just to name a few.

In addition, College Station is among the safest and most family-friendly places in Texas, consistently maintaining one of the lowest crime rates in the state. Niche.com listed it among the 25 safest cities in the country in 2017, and Kiplinger’s has ranked College Station among the nation’s 10 Great Cities to Raise Your Kids.

Promising business climate

College Station ranks No. 3 nationally on Forbes’ list of the Best Small Places for Business and Careers. The city has worked closely with Texas A&M and the City of Bryan to develop the Research Valley and BioCorridor, which continues to attract high-tech businesses from around the world.

Axis Pipe and Tube’s highly automated, state-of-the-art facility is impacting the energy sector, and Wayfair’s new 450 employee service center is revolutionizing internet shopping experiences. These businesses and many more are catalyzing local investments in transportation and logistics, advanced materials, life sciences and IT.
